Allocation and distribution

An allocation is what a participant received for what they paid. It can only be written against a pledge the payment provider has confirmed, and its reference is copied off that payment rather than typed here — so an allocation that exists always has a payment behind it that somebody can go and look at.

Recording what is owed is always allowed. Approving it is not: the register decides, and the approval is stamped with the account that made it. This page never sends anything — a transfer is made by a person holding the treasury key, and the hash of that transfer is then recorded here as evidence it happened.
